Major Changes to IRS Tax Settlement Regulations

In most peoples nightmares, the IRS used to be the terror. The offer in compromise program was created to let taxpayers with back tax problems solve their troubles voluntarily. In exchange for this voluntary action, the IRS would consider a reduction of the amount past due such as penalties and interest. Frankly, the program was a huge achievement.

Pursuant to the new legal guidelines, a tax payer that has troubles in using past due taxes must send in 20 percent of the offer amount with their offer in compromise. The amount is not refundable nor will any offer in compromise be known in case the cash are not presented. The logic behind this laws is baffling to many.



As soon as a taxpayer gets behind on tax payments, they almost always get way behind. Hunting for somebody who is only one year in arrears is rare. Ostensibly, a large number of individuals that miss one year take the head in the sand approach. They just ignore the situation because they fear all types of trouble. Once the next year rolls around, they don't file again due to the fact that they are worried about alerting the IRS. Hence, the amount of taxes due grows and grows, particularly when penalties and interest are added. The major idea is that you don't have enough money to pay the bill in the first place while the offer is a small percentage of this amount. The 20 percent condition seems to serve no purpose other than to supply people with another reason to pay no attention to the issue. For all intensive idea, the new 20 percent rule conflicts with the purpose and harms this program.
